That distinguished gentleman is now a dual citizen of the United States and Great Britain. He works for an extremely undercover government agency. He is said to be licensed to kill. The first two digits of his employee number are double zeros; the third and final digit has not yet been identified.
Needless to say, he no longer needs handcuffs.
