My friend is a football league linesman.
He tells me that in almost every case the referee before a game will ask for in and out of play ONLY.
He says that if a linesman flags for a penalty, for example, that the referee disagrees with, he has two options. Give a decision he is not comfortable with, or incite the crowd. Obviously this issue is not a problem if VAR is involved.
HOWEVER, they are all miked up, and my friend has verbally given penalty kicks in the past, along with other game changing decisions, that have been overruled by the referee.
Of course, what this doesn't excuse is the appalling standard of refereeing !

Can't imagine not doing part of my job just because my colleague told me not to.

Law 6 says one of the tasks of assistant referees is to quoting from the FA:

> The assistant referee must raise his flag when a foul or misconduct is committed in his immediate vicinity or out of the referee’s vision.

So as fans we should be upset when the linesman doesn't do there job fully.

Sounds like something PGMOL, or whatever they are calling themselves today, should step in a formally agree what roles each official should do and ask the IFAB to update the laws of the game.

They should make what the linesman is supposed to signal consistent in that case.

referees generally wouldnt ask a lino to make a decisio about a penalty unless it was in their arc. they would definitely give their
opinion.

impossible for a lino to give a pen on the other side of the box.
