Keeley is certainly not as good and/or reliable as some suggested when he first signed.
But he certainly has made some really good saves so can't agree with your 2nd point

According to Kev Harper on his podcast Keeley walks on water....
My view is he is ok league 1 keeper with potential to improve
Going back to Kev and his podcast, I don't agree with his condemnation of Kaminski... Yes in the championship he was shit, very much like everyone else in the team, but look back at his premier league performances and he was brilliant ... So Kev just thank him and move on

We cannot expect Premier League goalkeeping in League One. Keeley is good enough and will get better.
