Look closer. Just off left/centre of the photo, is a very large compound. Lots of vehicles amd buildings in there. Looks a bit like a defensive settlement for the Romans . Not sure they were great tea drinkers though..

That's the Roman Fort at the top of Hardknott Pass. One heck of a demanding steep drive, let alone walk or cycle ride.
And there are several places for refreshments just a little further along the pass. Have had the pleasure of being paid to explore round there, researching for some work!
It's so steep we joked about the Roman commanders telling the troops we're going to build a fort when they arrived at Eskdale, then pointing up the slope (the road is 1 in 3) and saying 'not here, up there'! Good strategic positioning but that must have been bloody hard work to access and build, even for the Romans (and conscripts)

Just been looking on Wikipedia. In relation to your thoughts, i copied this.
At an altitude of 800 feet, it isn't the highest fort in the Roman province of Britannia, the highest fort is Epiacum or Whitley Castle, just over the border from Cumbria in Northumberland, at an altitude of 1,050 feet.
Having checked Epiacum page, it must have been even more daunting. It is hard to picture just how hard their lives were. It would make our "special forces" shudder. .
