I do apologise, I presumed you having a joke by making reference to a “ healthy transfer budget “ , this would give the impression, to those not in the “know “ that money was going to be spent on transfers.
Even after reducing the wage bill a very large number ( obviously undisclosed) we are still struggling to bring in anything apart from a lad of 17.
I appreciate you are in denial with such things & will claim red things are orange, but even you and the rest of your gang can surely acknowledge that, so far , this transfer window is replicating last years. Bloomfields interview after Saturdays game highlighted this and was reminiscent of a similar interview smiley gave a year ago.
The exciting transfer window hasn’t happened, the new recruitment team are obviously busy finding where their desks are, and Gaz will want to do everything on the cheap (as usual).

Tbf healthy is both relative and subject to opinion.
They could easily say its a healthy budget when it's 3.5m which i suspect wouldbe good for this division and therefore 'healthy', but that's way below what many of us would expect and want
