Youngsters develop differently and trust the judgment of the club that this level is best for his development.
Some absolutely clueless posts below regarding not being good enough. If he is 23 and still only at this level and we are a Premier league outfit that is another thing.

Gone on loan to a conference club. If he was going to make it in out first team, he'd be on loan at a higher level.

Bring a sub in the conference sure isn’t very impressive for an 18 year old prospect in a PL club. The big teams bring on their youngsters the last ten minutes in the actual PL. However, the journey from conference to the PL is possible so let’s hope he makes it. Might take a few years though.

He's 18. He's started (and finished) most games for Woking recently, but this time came on as a sub. He provided an assist for Woking's second then scored the third. He's around the age Adebayo was when he was on loan at Bognor - at a lower level than the Conference.
I'm with Surrey Hat on this one.
