    Two Wins

That's all breaking rules is worth!

If a club becoming insolvent is worth only 9 points then 10 points never really made any logical sense.

Surely insolvency may be different from deliberately engineered cheating

Didn't Pompey get -12 for going I to administration when in the Prem?

Yes I think so. If you go bust for whatever reason, that's largely your own problem but you've inconvenienced everyone else and so should get some form of penalty.

But Everton's position is that they have a better team than they should because of players paid for on credit that they likely can't actually afford.

If Everton didn't have Pickford and Onana in the team for example how many fewer points would they have won?

The Premier League have no existing clear set of rules in place when it comes to deductions for this kind of breach.

6 or 10 points, it's still completely arbitrary.

That's the problem right there. Why on earth they didn't agree a fixed set of penalties at the time of bringing in the rules is beyond me.

And, now we're at it, a fixed timescale by which punishments must be announced, can be appealed, etc. etc.

P1ss up and brewery comes to mind

Problem with a fixed penalty might be that it creates a false incentive to cheat, if you feel you can cheat and get a bigger advantage than the X number of points it will cost you

Reasonable point - though to be fair, if you think you can handle the punishment, you can do the crime (within reason!!). So if teams want to risk a £10m loss and a 6 point penalty, on the basis the player(s) they buy will hopefully cover that loss, perhaps they should be allowed to.

Obviously it helps them make up the rules as they go along depending on which teams they want to let off/hit hard at any given time. So, in fact it was clever of them not to stipulate the details.
