only time will tell if either or both are guilty. But I just have a feeling not much will happen tobeither. Perhaps a slap on the wrist. If they are guilty then a strong deterrent may be a warning sign to other clubs.

Surely it’s a binary offence. You cheated or you didn’t. I know that getting there is convoluted but if you spent over the limit you’re guilty. If you claim taht you didn’t know or didn’t understand the possibilities then you’re not a fit and proper custodian of a club for its fans.
So if the punishment is 10 points, it’s 10 points. Can’t see how it can be 6.
If we’re talking punishment to fit the crime - I also don’t see why you should retain your place in the league if you knowingly cheated. If I was a Leicester or Leeds fan I’d by absolutely fuming to be fair.
If it’s an “old owner” issue then it’s a case of due diligence, surely. I don’t see why there’s much debate, unless they’ve made great efforts to hide it.
My strong suspicion however is that we can’t be too draconian otherwise it might hurt the big 4 or 6 (if we look too hard we might find Liverpool, arsenal or Manchester United) - Who would then want a breakaway world league.
