    I admit Iím not exactly up to date with these rules and have never sat down and fully researched them so I ask this question very much in the darkÖ.. as supporters generally have no say who owns / invests in a club but under the owners and directors tests the football authorities do, then surely if the finances / running of a club goes tits up then itís the authorities who cleared them who need to take some of the responsibility and not dish out fines that punish the supporters who have no say in the matter. This is not a defence of any club just a genuine question/ thought

      As far as I know. It used to be. do you have any criminal convictions and have you got the funds ? And that was it.
      However. What you're saying is a bit like blaming the driving examiner for you passing your test and then having 2 accidents in the next year.

        Hmmm, think that would depend whether the driving instructor decided to turn a blind eye to a few obvious errors or indeed just let you pass because they believed your bullsh&t story that you could drive really, honest guv.

        To be fair, I'm not sure exactly how much they can do to block takeovers that might not be subject to legal challenge.

        However, if you have something called a "Fit and Proper Persons Test" and let someone like Gurney pass it without comment and / or allow the likes of the Pozzos to take over with forged bank letters (with no real sanctions resulting) then you are clearly not "Fit and Proper Persons" to be running the game in the first place.

          I think the only people who can't own a club is if you've ever owned a business before that went bust. I seem to recall reading that somewhere some time ago. I wouldn't take that as gospel though.

            Or in the case of the yellow bellies, when the owner is in jail. If you recall Godders, Fraud junior 'purchased' them from his dad using the bent HSBC letter of credit. I seem to recall a similar thing happened at Chester too.

              Ask, Oldham, Bury, Scunthorpe, Southend and Watford fans and theyíll say there is no test.

              Newcastle too bad their fans donít care.

              MK too but they donít count because they are not a proper football club.
