PL guidelines based on handball law

According to the Premier League guidelines, a player will be penalised for handball if:
The hand/arm is clearly away from the body and outside the "body line". The player clearly leans into the path of the ball. The ball travels some distance. The ball touches a hand/arm that is clearly raised above the shoulder. The player falls and the hand/arm is extended laterally or vertically away from the body. A deflection clearly makes no difference to the ball touching a hand/arm that is clearly extended away from the body and/or above the shoulder. Immediately after touching the ball with the arm, even accidentally, the player scores a goal or creates a goal-scoring opportunity.
So this is why Wolves won't be getting an apology and the pen was a stonewall pen.
Why do the Premier League have guidelines, that indicates other leagues may be interpreting the law differently.They have even produced a booklet for Premier league referees. Surely there can only be one set of laws.
All laws require interpretation so they can be consistently judged. Road Traffic Act = Highway Code. Statutory Instruments = Approved Codes. No different for the laws of our wonderful game. The guidelines and codes reduce the subjective interpretation of the law. Vague becomes black and white. This is why it makes no sense that mistakes are made using VAR. Our pen was a stonewall pen as was the one against WHam that wasn't given.
The Fulham one was accidental but he passed it out to the guy who crossed it in for the goal. How many passes are included in the ‘creating a goal scoring opportunity’?
