watford's travel arragements

Excuse my lack of knowledge and apologies if it has already beeen mentioned on here, but who's decision was it, to insist that watford fans travel by coach. Is the local police, Watford FC themselves or Luton's?
Will drive to Junction 11 and escorted by more Police than there was at Queens funeral. Expect Helicopter, more horses than the grand national and Met coppers over 6ft 5 on overtime. Road blocks like Belfast and the Leicester Arms to be closed by order.
I think all three were involved in the decision. The bulk of them will be elderly or families, I suspect (due to season ticket holders being first in line) and not the numpty types, who cause problems for their club and think they are clever.
Its the scums decision , they said after consultation with the police
(So basically police would have expressed a non binding preference , same as they would have done for the away game ). the difference being our club would have said unless its mandatory they wouldn't enforce it. The pozzos saw it as a quick excuse to make money out of their fans ans make them into even more of a laughing stock
