I think it was the court of arbitration for sport that backed down for them, according to that article.
A 9 million fine . . . sounds a lot but for City . . . they must have been laughing their socks off about it afterwards.

I don't think UEFA backed down, City only won that because of a timing issue, CAS determined UEFA were essentially out of time to take action.

No doubt their fans will all be crying about it and pretending they're being targeted.
The same fans who can't even fill their stadium for a Champions League game.
Having a rich owner means nothing. It could have happened to anyone. Their success isn't organic, it's like that binman who won the lottery and wasted it all on cocaine and hookers. Horrible club.

According to the Mail report the charges only apply up to and including the 2017-18 season. So, the 2019 FA Cup will be alright, I'm sure
