Chelsea are set to ask for exemptions from the Premier League's spending rules when they submit their latest accounts, arguing they were unable to receive income for three months last year after the previous owner, Roman Abramovich, was sanctioned by the UK Government.

Thought they were getting round the spending rules by dishing out 8 years contracts and spreading the cost of transfers over those.
All well and good until the next transfer window if they do the same again. they will be breaching FFp rules for about the next 8 years without spending any extra just due to the lonf term commitments

The rules are being changed for future deals so that, however long the contract is for, it can only be spread over a maximum of five years for FFP calculations.
