Only way to stop widespread fraud and corruption in the game is to ban them from the Champions League for three seasons.
City are actually worse, however UEFA and the FA know they are totally outgunned legally.

In fairness, Kieran Maguire explains it very well.
They had minimal incoming transfer outlay in their embargo period but sold quite a few players.
The cost of all of the new players they signed is spread out over the years of their contracts. Possibly why they have signed players on 6/7 year contracts. So a £70M player on a 7 year contract will only show as £10M for this year. However, Tammy Abraham £40M transfer will be accounted for this year.
