      If this happened in the road where my youngest lives, and cars were parked "legally" either side of the road, nothing would be able to pass up or down.

      Except of course for pushbikes or motorbikes

        In a lot of places. Although motorists should be considerate and leave enough space on the pavement for wheelchairs and pushchairs to get by without having to go in the road.

            Not a given that cars can cause obstruction, either on the path or road.
            There simply is not enough space but their should be priorities.
