            Simple change - each team has 3 challenges, the on-field referee's decision stands unless they challenge it (manager or captain) and they have to specify why they are challenging it (e.g. we think that was offside, rather than just asking for it to be checked generally), and it will only be overturned if their specific challenge is correct (so in the case of the offside challenge, if it was onside but handball then the goal still stands). If they make a correct challenge, they keep the challenge. If they make an incorrect one then they lose it.

              I would say no more than one lost review per team per half at the most. Preferably only one per game. At least teams would be careful not to waste them.

                1 per half, plus an extra 1 if a cup game goes to extra time? I agree that they need to be discouraged from wasting them, which is why I suggest having to make a specific appeal. If we could get it down to 1 total then great, but I don't think teams would agree to it, so a couple would be a compromise.

                  1 per team per game, retained if the claim is found in their favour. And as mentioned below they need to be specific about what the claim is for before it's reviewed.

                    That would lead to an issue though - if they say it was offside and appeal on that, but VAR shows there was a handball in the build up, then they would allow the goal knowing they shouldn't .

                    But yep - maximum 2 challenges per side per game, and no referee challenges if the sides have 2 each

                        Otherwise if you concede a goal in the last minute you would just challenge it in the hope of something, anything, being spotted to rule it out. You need to state what you believe the issue to be.
