    The issue of the officials depended on whether the ‘scorer’ touched the ball. The Lino didn’t flag because he didn’t see if the player touched it and the ref needed a flag to rule it out as he wasn’t in line. Procedure should have been Lino raises flag as he sees the man in offside position. Referee sees the touch and gives a free kick or sees no touch and gives the goal overruling the flag. No one queries it. Lino doesn’t flag to tell ref he’s in an offside position. Ref see he’s touched it so needs to speak to Lino before correctly ruling out the goal. The delay was miscommunication between ref and Lino and made Luton players get involved winding up the Leicester contingent.
