I'd be surprised if they had a low wage bill and would expect it to be around the highest in their division last year. But they have avoided publishing their accounts so far, so who knows.

Yes investor equity injections counts 50% towards available wage spend. Also they get some benefit from the profits from the hotel as it is part of the footprint of the ground.
