The owners might not have known but they are accountable. And I struggle to believe that the upper echelons of the club hierarchy wouldn't know. Things like receipts for travel and expenses would have been picked up by the financial managers who should have escalated if they thought there was any wrongdoing. The accusations from Oxford and Ipswich would surely have been made known to some in the club outside of the coaching and playing staff. The coaches and analysts would have let slip to some people that they were spying.
Eckert is to blame but the owners are to blame also.
