We all used to pay 30% direct .
As more people became self-employed the government started to realise that more and more people were not paying tax at all or were not paying enough so diverted taxation to fuel and the like, which you say is unfair as even those that dont work have to pay.
Governments sold it saying they were reducing income tax and people voted for it.

I think in an ideal world income tax should be a lot higher and tax on goods lowered ,but it wont happen. Because if tax started at 45% which we pretty much pay anyway , people would just dodge it all the more.
At the end of the day a country can not run with out taxation just look at Greece.
As for services the Governments have slashed public services to the bones over the last 20 yes our Towns,are dying as a result.
