You can buy them but doctors will normally give you them for nothing and you can also get the testing strips on prescription.
My wife tests twice a day. It's just a case of pricking your finger to get a couple of drops of blood on a testing strip which you then put into the meter to get a reading. If it goes too high or too low, you can take action to correct it - if it's too low, you need to take a "sugar hit" to bring it back up.
If you are on medication for diabetes, ask your doctor about free prescriptions.
