But it’s certainly not just a “yellow filter” as Dr Ince suggests above.
It’s fairly common practice to colourise footage as part of the editing process - in fact, it’s essential to colour grade and correct if you’ve shot in s-log or raw (though there’s no evidence this was shot like that.) Crushing the blacks, adjusting temperature, tint and saturation are all pretty standard.
But as with all conspiracy theories, A kernel of truth can be twisted to suit whatever narrative someone wants.
Yes, the video had been treated, but probably not in an attempt to push though 15 minute cities.
