Correct SAHB. My feeling is that referees are worried that by giving penalties and yellow cards in such circumstances they would incur the wrath of the manager of the club penalised so they opt for the easy way out and ignore the situation.

Most officials are weak and trying to avoid controversy. The laws are so regularly ignored by the officials in favour of an easy life.

Throws in. The referee orders the player to take it from the right place. Player moves back to that place and then runs forward ten yards before releasing the ball. What action does the referee take ? Answer : none. It's farcical.
