He doesn't rate him in our system as much as our other strikers. Doesn't mean he doesn't rate him at all.
When you say, "we wouldn't pay the fee" for Cannon what you mean is that it is likely we wouldn't pay as much as Stoke would have or the player / parent club preferred for him to go to Stoke. Chances are, most teams wouldn't want to pay as much as Stoke.
