Criminals, the prisons are full, it's a decision the Tory minister much earlier in the year and other people miles prior to that warned Sunak about. Nothing done, so you either let some of the least dangerous out early or let some worse ones stay free having been sentenced by the time Labour get in. Which do you think should have happened?
Militant strikers? Like nurses you mean? Who have never previously gone on strike at any time in history, who were leaving the profession in droves, with waiting lists that were costing more in lost productivity than the pay settlements. It really would have been a great idea not to settle with them like Sunak didn't. Another fudged, delayed decision that cost us plenty more than it should have done.
