You can punch someone in the face in the street but context is going to dictate whether it's viewed as self defense, ABH, affray or violent disorder. Naturally violent disorder is going to be treated much more harshly because of the potential harm it can cause to wider society. Add to this the need to prevent disorder becoming dangerously widespread and there's plenty of rational explanation behind the swift and harsh sentencing of those involved in the recent disorder. Plenty want to ignore that context to try and portray the narrative that innocent white men are being persecuted for their political beliefs.
It's really quite transparent.
