To my knowledge when the FA host a match at a stadium then they pay the host club to literally hire everything including staff.
This is the second occasion in 2024 that the FA hired Kenilworth Road. On the first occasion the presence of the flag was noted but out of respect to its meaning it was left undisturbed. I know this as a fact.
Last night a different FA department chose a different route it seems.
I am pretty certain that this one is not on 2020 or the club staff.
