    Apparently many had to be repaired or replaced after a much tougher safety check. Frames had to be repaired and some old seats weren't fire treated.

    Part of the process is they had to recycle all the old seats. They're not being just dumped. They're being sent to a specialist physic recycling plant, whatever one of them is.
