And I've worked with prison staff and chaplains on rehab stuff. It's a very challenging environment.
Prison doesn’t work is too sweeping a statement because it surely depends on what you want prison to achieve. Certainly the re-offending rates are way too high to suggest rehab is working. It seems to work best as a place to keep society safe, but that's not a very productive, constructive, or positive use of a vast amount of home office resources.
