    They probably chose a committee in 1881 and appointed a manager to run it. They sacked that manager after 2 months, and continued in the same vane every 2 or 3 months until somebody realised that it was pointless, and eventually found that it was 1898 before they could get round to it. They shouldn't have bothered.
