I think it is a combination of the ugly sisters going for third rate (what they can afford) foreign players and therefore not buying off the rest.
The rest used to bring them through and sell and then complain it wasn't fair, but continued with the cycle. Now even they get fifth rate foreign players, rather than go the youth route.
Will be interesting to see how the young Hibs player (Porteous) (spelling?) gets on at Vicarage Road
