    I think your original poat is factually correct.

    I'm guessing here, so I may be wrong, but I think substitutes were only used in the qualifying stages (as you and the original article said)


    I am assuming the substitutions referred to on the FIFA website are just unused members of the 22 man squad so they were not actually substitutes and so couldn't be used as such.

    I suspect the Luton News took the list of 'substitutions' from the FIFA website and assumed they were actual substitutes.

    I have no idea why FIFA calls them 'substitutions' rather than unused squad members.
