There would still be media pressure and the possibility of managers losing their jobs, if hiring unattached managers was allowed outside of the window. The window could be purely to restrict when you can take a manager from another club. Maybe it should run for the month before a transfer window, to reduce the stupid cases where clubs allow a manager to make loads of signings only to get rid of him 2 weeks later and hire someone who wants different players.
