The government was under pressure for another lockdown, ironically cases had already peaked.
The story was leaked to the press by someone in cabinet (probably Gove).
At the time Johnson and the rest of government were not convinced a lockdown was necessary.
By Sunday lunchtime following Marr and his band of shrills etc the government had no option but to be seen as doing something.
Last Christmas it was happening again but fortunately enough in cabinet has the backbone to stand up to the press pressure and begin to let people make their own health choices.
