    If by 'are they allowed' you mean is it legal, then the answer is almost certainly yes. That said, in the interests of achieving a win-win for you and for them, I'd suggest that you look to negotiate something that ends up with you getting £5k pa rise now with another £5k up lift next year, assuming you've proved capable of doing the job.
    If you point blank turn it down now, they may just go back out into the market and find someone who'll receive the advertised salary - you lose out, your employer loses out - its a lose-lose...
