Employment Advice

At work a chap is retiring and they have externally advertised for his replacement as they have to, the job is the next step up for me and was advertised at an additional £10k per annum on the basic, they have now offered the promotion to me but won't increase my pay. Are they allowed to advertise for the role at a higher basic and then not pay me the wage increase.
