They needed to be seen to be doing something while the public health approach rolled out is the implication. There are stats elsewhere which indicate the detection of sharp instruments rose only minimally with the SandS increase.
You have a point, but in the same article the ex policeman quoted seems to want to have a dig at the London major, the Met and in fact the success of the Glasgow initative. But then the Spectator has become increasingly right wing under the ownership of the Barclays (Telegraph) and at the time of the article (2018) they were using the officer's comments to attack Corbyn.
Context and the full quote are always important.
