Working as a home carer i have seen how the system is worked, cars given to people on mobility who then give the car to family member, then have to pay for a taxi,for a hospital visit as the person they gave the car to is not available,I was once asked to collect the money for a pension ,one from the old book and one from the new book,both dated the same,if i had they would have said,Oh my carer said it was OK
