Peterwhen we first came to live in Cardifff the council didnt provide a bin, we bought one as did all my close neighbours but for years people put ther rubbish out in any old carboard box,not good when we mostly had coal fires, Terrible job when the men if we had rain wet boxes falling apart,

Then we had black plastic bags if put out the night before ripped open by birds and animals
Now we have black bins on wheels, quite small for a family,empted once every 2 weeks,my neighbour knows they can use my bin once it outside my gate,
