20 gauge 24 inch barrels with a lot of choke?

Came across a 20 gauge Smith with a tad over 24 inches barrels - right barrel 590" choke & left barrel 565" choke.
SN FWE111341
How can they have that amt. of choke with cut barrels?

18 20g Field grades are recorded with 24" barrels.
With a bore of .615" the standard Hunter Arms 20g modified was 0.595" and full 0.585".

Serial Number FWE 111341 was shipped with 28-inch barrels.
