1913 Specialty Grade question

Were the Specialty Grade receivers color case hardened, or a plain steel? I haven't consulted my LCS books yet, but thought I'd ask the community first. I may be buying a 12 gauge and want to ascertain its condition properly and fairly. Thanks!

Very few 1913 Specialty grades remain in original condition, but these case colors are close

The colors do fade over time
