    David thanks for the info, I completely disassembled the gun and reassembled after cleaning and inspecting everything. I had some stock work done long ago and again recently. The action was acting sticky so I took the gun apart. I found what looked like dried bedding compound in the frame after I took out the bolt and trip.
    The end of the top lever had a very short(about 1/8") 6-32 screw drove into the hole.
    I was able to pick up the original 4-40 threads and chase the threads. I bought a 7/16 long 4-40 binding head machine screw with head dimensions close to the original screw. I also had to use a precision grinder to grind about .006 off the lever to get it straightened out.
    I don't know how much was missing when I started but now the end of the lever is .020 lower than the counter bore. All screws are tight so I will make a .025 thick spacer for the screw.
    I fixed the sticky action and the gun functions great now.
    I am sure a spacer will allow the screw to be tightened on the lever and rotate with it.
