The problem in answering your question is that we don't know which events you are considering. The last set of rules for the Challenge Cup I have copies on are from 2010. I don't think the relevant passages have changed, though:
"4. Modified and restored guns are allowed, including stock replacement/alteration, recoil pads, shortened or lined barrels, screw-in chokes, etc. Relined barrels must be in the gauge originally manufactured.
    5. Chamber inserts/reducers (Chamber-Mates, etc.) and full-length barrel inserts/reducers are acceptable only for use in twist or Damascus barreled vintage guns."
Note that these are rule ONLY for the L.C. Smith/Parker Challenge Cup.
I believe Jent is correct regarding the Big Boomer Event.
You will need to check with Deep River Sporting Clays about the rules for other events, or go to their website www.deepriver.net. If you haven't gotten a reply this week, it may be because the owner is at the SHOT Show. The website also has the phone number for the clubhouse.
A side note for you to consider is that most of these rules are not about one gauge having a competitive advantage or not. At least a part of it has to do with the spirit of shooting original vintage guns. See if you can locate some low-pressure RST 10 ga. ammo (always available at the shoot), and shoot it "full bore".
