My 1907 pocket catalog doesn't show the border. So, if correct, the change happened between 1908 and 1910.
I wonder if the addition of the border happened in 1909 when London Steel barrels were first offered on the O? This would have been the added "bling" to set them apart from the steel barreled OO's. Otherwise, as David pointed out, the only real difference between a new steel barreled O and OO of the same period would be the ebony forend tip.
