Jim, If you look very carefully you will see it. The surface of the lug and pin were machined together so the pin blends in with the lugs finish. In your second picture, the position of the cam pin, the 1/8" pin should be right there. I had to look twice myself when I first did it, but there is no other way they could assemble it.
In the advice Jim has given, when you do turn it, if you go too far the pin will get stuck in the extractor hole, just use something blunt and push against the cam lug and it will compress and you will be able to take it out.
