Issue with breaking on my father's SxS Archived Message

My father's L.C. Smith 12 gauge side-by-side, from the early 1970's, does not break fully if the gun is directed at a downward angle, but has no difficulty in breaking fully when angled upward. Is this a safety feature to avoid shooting one's dog after loading, or is something wrong?

Also, I don't know the right term, but one of the rods under the gun (the ones that cock the hammers when you break the barrels) really resists being put back into its socket. Can these rods be replaced with modern substitutions?
