If by "grade of steel", you mean "fluid steel", as opposed to Damascus or Twist steels; the answer is yes, Royal Steel is a grade of fluid tube steel used in Smith guns. Royal Steel barrels are most commonly found on Smith hammer guns; but may sometimes be found on low grade hammerless Smith guns.
