    John,Sounds like you could have a couple things going on at the same time.In general the Smith Guns I have seen have been regulated pretty good from the factory.The problems come with guns being altered and maybe even being dropped over the years thus changing the point of impact regardless of how one may line up his beads.
    Some possible solutions that have worked for me to correct point of impact problems.To move the point of impact up changing the pitch of the but can help.Less pitch moves things up.Pitch spacers are available for this purpose.You can also re pitch your stock by cutting it.The front bead can be lowered by machining it flatter or smaller.This helps move the point of impact up because of your sight picture.Barrels that have been dented or made out of round even slightly in the choke area can shoot off several inches down range.The chokes can be trued up and even re-machined from the back end with pilots to produce good results.I hope that these ideas might be of some help.Charlie.
