In 1913, Field Grade guns were cataloged with Armor Steel barrels; and the only exceptions to Armor Steel I've personally seen is one 20-gauge and one 10-gauge Field Grade with Damascus barrels, so a 16-gauge Field Grade with Damascus barrels is possible? As to your other questions, an amateur restoration, depending on quality of work, may or may not impact the value of the gun; but as a rule of thumb a restored gun should never be valued higher than the same gun in 50% original condition. On the other hand, cut barrels destroy a gun's value as doing so removes all original choke, changes gun balance, and will sometimes impact a gun's point of impact.
