Starting in 2020, the international convention dolls have been part of the Chromatic Couture series designed by Carlyle Nuera, and multiple international conventions receive the same doll. So two or three conventions will get the green-clad doll.
So far there have been blue and red dolls for 2020 and now yellow and green for 2022. As those are smaller conventions without the history of the US convention (NBDCC) they typically don't have the support from Mattel that the US convention does.
Last year, as it was Ken's 60th birthday, the international conventions received various hair color variations of Birthday Beau as their official convention doll. The US conventioneers received the same doll (a redhead) as an extra gift from Mattel but the official convention doll was the Barbie & Ken Power Pair giftset which had originally been designed for the convention that was supposed to be held in Palm Desert, CA, so the colors of the dolls' outfits reflected that rather than the virtual theme that it ended up being.
